I've began working on some sketches for the second level so that I will not have to worry about locking down on the idea later on.

 I've decided to go with the sketch below as it gives an overall perspective of the town. The idea here is to create an eerie atmosphere, revealing what's left of the chaos caused by panic and terror.

I've drawn out a draft of the level plan to get an idea of the size of the level and to aid me in creating the perspective drawings.
